I may be wrong about this, as evident by the fact that Babylon 5 is airing on the Sci-Fi Channel in Letterbox, however its Pilot episode was not produced in Letterbox and was aired with Black Bars artificially overlayed over the pre-existing image to give the false illusion of a Letterbox Format.
Also, there have been instances of Stage Hands popping up in the corners of the Babylon 5 Letterbox episodes that were not there before, as seen in the first season episode "Babylon Squared" (Babylon 4) when Sinclair was thrown across the room after touching the blue spacesuited man in the corridor (himself from the future).
It's interesting however, that they can also air regular common programs that are not in Letterbox, by simply putting Black Bars now on the sides of the Widescreen to cover up the gap on the left and right of the image.

The format is particularly common on DVDs because their increased storage capacity can hold both a letterbox version and a full-frame version, a presentation that uses the entire television screen.
The problem with letterboxing is that it shrinks the viewing area of the television screen, which, if you have a small set to begin with, can make it fairly difficult to see the movie.
But if you are a student of film and want to fully experience the movie as a work of art, then the letterbox format is the only way to go.

Letterbox simply blocks out the upper top and lower bottom scanlines of each frame, and / or optionally blocking out the left (x1) and right (x2) portions for HDTV letterboxing, and using fl by default or specifying an optional color.
This has a couple of uses: one, it can eliminate stray video noise from the existing fl bands in an image that's already letterboxed; two, it can eliminate the garbage lines that often appear at the bottom of the frame in captures from VHS tape.
The functionality of Letterbox can be duplicated with a combination of Crop and AddBorders, but Letterbox is faster and easier.
