The wafer lock, also known as a disk tumbler lock, uses the same principal as the pin tumbler lock: objects inside the lock must be properly aligned before the plug can rotate.
One of the main differences between wafer tumbler and pin tumbler locks is that the wafers can obstruct the movement of the plug by being moved too low or too high, while the pins can only be moved too far up.
The lock will not open of course (unless you are very lucky, and have come across a careless tenant, in which case you can skip the whole lock picking process), but it will turn the plug a very slight amount.

Notes on Picking Pin Tumbler Locks
In an ideal lock, all of the pin holes in the plug would be in perfect alignment with the corresponding holes in the shell, the centerline of the plug would be exactly parallel to that of the shell, and all of the pins would be exactly the same diameter.
These locks are no more or less inherently secure than standard pin tumbler locks, although the external exposure of their pins makes picking them (and designing sophisticated picking tools for them) somewhat simpler.
Although combination lock manipulation exploits some of the same kinds of imperfections as pin tumbler lock picking, the principles and techniques are quite different and are well beyond the scope of this document.
