Levi Woodbury (December 22, 1789–September 4, 1851) was the first justice of the Supreme Court of the United States to have attended law school.
After the Panic, Woodbury realised that the US Treasury needed a more secure administration of its own funds than commercial banks supplied, and he backed the act for an "Independent Treasury System" passed by Congress in 1840.
Woodbury County, Iowa and the ships, USS Woodbury, were named in honor of him.

At the time Woodbury was dispatched to Mexican waters, France and Mexico were engaged in the brief "Pastry War" over alleged mistreatment of French nationals by the Mexican government, In the summer of 1838, the French had established a blockade off the key seaport of Veracruz, Mexico, and retained it there into the autumn.
Woodbury was brought-to off Veracruz by a French warship and collided with her; the French graciously allowed Woodbury to proceed to Veracruz for repairs.
Apparently detained in port by the French admiral, Woodbury witnessed the French bombardment of the fortress at San Juan de Ulua that compelled its surrender on 28 November.

In the 1840s the area which became Woodbury was a rolling prairie interspersed with oak groves.
When it was learned that there was an earlier Red Rock town, the name Woodbury replaced it, chosen by John Colby in honor of Levi Woodbury of New Hampshire, successively judge, Senator, Secretary of the Navy and Treasury, and Supreme Court Justice.
The center of Woodbury remained on Afton Road between the town hall east of Colby Lake and the post office near the junction with modern Bailey Road.

In 1834 when Henry Clay obtained the Senate's rejection of Roger B. Taney, who had been appointed in 1833, Woodbury was chosen U.S. Secretary of the Treasury and inherited the difficult task of transferring the government deposits from the Bank of the United States to state banks (“pet banks”).
