It is one of the seven major river basins of China and is the third longest in the PRC after the Yangtze and Yellow Rivers, covering a territory of some 557,000 km2 within the Provinces of Jilin and Heilongjiang and the Inner Mongolia Autonomous Region.
The Songhua River is seriously polluted and is now acknowledged by the State Environmental Protection Agency as being one of the four most polluted basins in the PRC; with the levels of pollution recognized as impairing both natural resources and economic development within the region.
The overall goal of the TA is to improve water quality in the Songhua River, strengthen the capacity of the Government for policy analysis and pollution control management, and assist the Government in developing a long-term vision for pollution control in the Songhua River Basin.

The Liao He (Liao River) is the principal (A large natural stream of water (larger than a creek)) river in southern (A region in northeastern China) Manchuria.
The eastern stem of the river is known as the Dongliao He and rises in low mountains in central Liaoning.
There are two major tributaries of the river received on this plain: the Hun He and the Taizi He, both of which flow down from the Qian Shan range.

The Liao He (Liao River) is the principal river in southern Manchuria.
The Liao He originates as two stems in the west: the Laoha He in southeastern Inner Mongolia, the Xinkai He (dry in its upper reaches except after thunderstorms) further north, and the Hulin He (which almost never reacit hes the main stem of the river) in the extreme northwest of Liaoning.
The two stems of the river meet near the junction of Liaoning, Jilin and Inner Mongolia and flow across a vast plain to the Bohai Gulf.

The dam is likely to reduce groundwater recharge to the alluvial valley east of the Kao-ping River, west of the mountain range, and south of the present course of the Ai-liao River.
Flow in the Ai-liao River (and thus groundwater recharge) would be reduced by Ma-chia Dam because water would be diverted from the reservoir by a pipe.
The EIS stated that recharge rate through river bed would actually be greater in the early phase of the operation and that reduced recharge could be compensated by reduced groundwater demand downstream because of the availability of water from the reservoir (MOEA 1997, p.8-23).

 The Economic History of Manchuria
The core area of the historic Manchuria (the land of the Manchu's) was the lowland plain enclosed by mountains to the west, north and east but open to the sea on the south.
The northern portion of this plain is drained by the Nanjiang (South River) and the Sungari River, a tributary of the Amur River (Heilongjiang: Black Dragon River).
Although this plain was the core area of Manchu territory, the Manchus historical contolled a portion of northern Korea and the coastal area where the Russian city of Vladivostok (eastern fortress) is located.

The prehistoric age of the late Pleistocene and early Holocene has been reconstructed on the basis of paleological and archaeological evidence and set in the broad context of China's northern tier.
The use of written records confers a higher resolution to the image of the West Liao Basin and neighboring Keerqin Sandland during the historic era, from around 500 BC to the middle of the twentieth century.

 World Bank Approves 100-Million-Dollar Loan to China
The World Bank approved a loan of 100 million U.S. dollars on Tuesday to assist the environmental recovery of the Liao River Basin (LRB) in China's northeast province of Liaoning.
The project will improve the environment in the LRB by providing facilities for collection and treatment of wastewater, establishing municipal utilities capable of managing these facilities, upgrading basin-wide water quality management and monitoring capabilities, and providing technical assistance and training, the World Bank said.
This will be achieved by regulating and reducing pollution from industries, establishing wastewater treatment works in all cities in the river basin, improving collection and disposal of sludge from wastewater treatment plants, protecting water used for agriculture and aquaculture, and improving water quality in the Bohai Sea.

The Puyo tribe living along the Sungari River in Manchuria had their chief recognized as a wang (king) by the Chinese in 49 CE, and Koguryo developed into a state during the long reign of Taejo that began four years later.
Koguryo encroached on the Chinese empire by crossing the Liao River in 598, and after five years of preparation in 612 Sui emperor Yang Di sent six armies reported to have a total of 1,133,800 soldiers.
Four years later the Liao army crossed the frontier again; but a reorganized Koryo army decisively defeated them, and only a few Liao troops survived to return home the next year.
