Sui dynasty's war against Koguryo - China History Forum, chinese history forum
The problem, as highlighted by Tang Taizong's comments, is that Koguryo also conquered the Liaodong peninsula in the late 390s, during the war between the Northern Wei and Later Yan states.
Liaodong was never retaken by the Northern Wei, Eastern Wei, Northern Zhou and Sui, but it was still regarded as an integral part of the empire: it was part of Youzhou in the Han and Wei, and constituted the province of Pingzhou from the Western Jin onwards.
But my guess is that the difference lay in the fact that Liaodong was already held by the State of Yan and the Qin dynasty, whereas the area of Pyongyang was a foreign place (Wiman Choson) until Han Wudi conquered it, and continued to be regarded as a remote colony.

Did the Tang plan to conquer Silla and Japan? - China History Forum, chinese history forum
This can be seen by the fact that Tang left the Korean peninsula alone for the most part until one power threantened to overran the others(first Koguryo, then Silla). That necessity changed when the Tubo rose in the west and Tang chose to abandon the Korean peninsula's campagins.
The point is southern Korean peninsula was not strategically important for the Tang and it abandoned it when encountering the slightest difficulty.
Furthermore, Liaodong (as well as the whole of Manchuria) kept falling in and out of Tang control and didn't have the lasting stability needed for the Tang to invest the resources necessary to develop it in the manner they needed to.
