Putting Peace into Practice: Special Reports: Publications: U.S. Institute of Peace
Macedonia's September 15 parliamentary elections were the first since the country narrowly avoided an all-out civil war with the brokering of the Ohrid Framework Agreement by the United States and the European Union (EU) in August 2001.
The country's four major political party leaders--representing the ethnic Macedonian VMRO-DPMNE and the Social Democratic Union of Macedonia (SDSM), and the ethnic Albanian DPA and the Party for Democratic Prosperity (PDP)--met for a final round of negotiations near Ohrid Lake in early August and reached an agreement on August 13, 2001.
The Party for Democratic Prosperity (PDP) was in power from 1991 until 1998, and most ethnic Albanians believe that the party did little to improve their lives; allegations of corruption and profits derived from smuggling tobacco, cigarettes, and alcohol are widespread.

The "democratic" principle is closer to the general understanding of self-determination, as it provides for a choice, expressed in a referendum, of the population of a territory.
The Kosova Liberation Army of the Albanians since the start of the armed clashes with the Serbian armed forces enjoyed the status of belligerent party, which fought for just cause and thus could be regarded as an ally of the democratic West.
Democratization as a grand strategy is sound enough, at least in the long run, but in the short and medium term policy actions should be congruent with the objective of avoiding the above mentioned security threats.

Macedonia might be approaching a similar level of economic development as Kosovo due to the paralysis of its economy.
Macedonia and Kosovo are not only the epicentre of the military crisis in Europe, but have at the same time found themselves in the middle of great financial and economic crisis.
That was also confirmed by the fact that Albanian parties garnered an aggregate of 19.3 percent of the vote in Macedonia's 1998 parliamentary elections, which seems a reasonable reflection of the Albanian portion of the country's adult population.

TAKIS FOTOPOULOS - The Catastrophe of Marketisation
the concentration of political and economic power at the hands of the communist party bureaucracy, in combination with the non-abandonment of the wage system, meant that the effect of socialist statism in Eastern Europe was just a change in the personnel of the ruling elite, rather than the elimination of the elite itself.
However, if, to the liberals, disguised unemployment was a symptom of economic inefficiency, to the socialists it was just an inevitable consequence of social policy.
This strategy was confirmed by the 15th Congress of the Communist Party in 1997 that decided to go further down the road to marketization, which began in 1978 with the scrapping of collective farms.

Application for EU membership is not on the current centre-right government's agenda, and none of the political parties have explicitly expressed that Iceland should join the union although the Alliance remains in favor of negotiations.
The Left-Green Movement has been firmly opposed to membership and the same goes for the conservative Independence Party, a member of the ruling coalition, although its former chairman Davíð Oddsson indicated in a speech in January 2005 that a policy change was not ruled out depending on how the EU will evolve in coming years.
Former Prime Minister Halldór Ásgrímsson of the Progressive Party has predicted that Iceland will join the EU by 2015, and said that the decisive factor for Iceland would be the future and the size of the Eurozone.
