For the majority of the 1960s, the LDP (and Japan) were led by Eisaku Sato, beginning with the hosting of the Olympics in Tokyo in 1964, and ending in 1972 with Japanese neutrality in the Vietnam War and with the beginning of the Miracle Economy.

By 1994, the liberal parties in the ruling coalition failed to form a majority, and the Japan Socialist Party won the election, thus the LDP was returned to the ruling parties, even though it was a junior coalition partner.
New Party Sakigake (which had changed its name to Sakigake) was in the coalition until 2002, when the party dissolved itself and formed the Midori no Kaigi, an ecologist party, which has no seats in the Diet, which unofficially supported the government, but dissolved itself.

Japan is in effect a one-party state, given that the LDP has been in power continuously - except for a brief period from August 1993 to June 1994 - since its inception in 1955.
There is nothing in Japan's constitution stating that a prime minister can only serve for two or three years, but the LDP's own charter has traditionally limited the party president (who automatically becomes prime minister, owing to the LDP's majority in the Diet, or parliament) to two terms of two years each.
Because the LDP is a party of entrenched and vested interests, and because economic reforms involve breaking up those vested interests, the party unsurprisingly has blocked the economic reforms that are said to be necessary for Japan to restore the economy to long-term growth.

While the war between the nations may have never ended -- Kim's government was recently implicated in the assassination of a large part of the Southern government's cabinet and the bombing of an airliner -- the cultural ties between the inhabitants of the divided region seems to have survived.
If Japan makes such payments, it would, in effect, declare that North Korea's punishment for its history of waging war against a member of the United Nations and sponsoring terrorism, militarism, and other nastiness is the infusion of enough cash into the North's economy to keep it solvent for years.
Japan's plan to aid North Korea is appeasement to a monster that it fears, rather than concern for the development of a fruitful friendship.
