Liberalism has its roots in the Western Age of Enlightenment, but the term has taken on different meanings in different time periods (for example now in the United States generally it means new liberalism while in the rest of the world has the meaning of classical liberalism).
Liberals are in favour of a pluralist system in which differing political and social views, even extreme or fringe views, compete for political power on a democratic basis and have the opportunity to achieve power through periodically held elections.
Liberals in Europe are generally hostile to any attempts by the state to enforce equality in employment by legal action against employers, whereas in the United States many liberals favor such affirmative action.

While Canada has the same features of other liberal democracies in the Western democratic political tradition, it is, in some respects, an exemplar of liberalism.
The second liberalism began, roughly, in the 1960s with the election of Lester B. Pearson as leader of the Liberal Party of Canada and can be traced through the politics of Pierre Trudeau, Joe Clark (although a member of the Progressive Conservative party, Clark was considered a 'red Tory'), Jean Chrétien, and Paul Martin.
This liberalism is what is properly called welfare liberalism, or what contemporary North American use of the word signifies: liberal democracy, social liberalism, multiculturalism, diplomacy in foreign policy, and a mixed economy.

While Canada had placed a moratorium on fishing fleets to reduce the catch of many some species to allow the stocks to rebound, international fishing boats were constantly over-fishing off of the Grand Banks.
The rest of Canada is becoming more and more frustrated by the voting habits of this one province, which seems to control the destiny of everyone with its huge voting block.
We have a supreme court that has been stacked with liberal socialists, further alienating our conservative family members from other provinces, who are seeing their laws and values being ruled as unconstitutional, and as a result, their values and moral judgments are being made null and void.

 Is a Pym Fortuyn-type liberalism arising in Canada?
Like Pym Fortuyn, Gagnon-Tremblay, along with other Quebec Liberals who are saying similar things, is at least being a consistent liberal, that is, she is willing to exclude from her country people who openly threaten the liberal order.
We might describe this type of liberalism as "social-contract" liberalism, since it holds that newcomers are welcome to join a liberal society, if they respect its liberal social contract.
Unfortunately, most liberals today, including President Bush and many of his "conservative" followers, are not even "social-contract" liberals, but "openness" liberals.

Most liberals will either hold their nose and vote Liberal or support the New Democratic Party (my party!), which is a social democratic party (much like Britain's Labour Party or the African National Congress of South Africa) that has been the only real opposition to hack-and-slash economics.
The Liberal party traditionally has it's support base in the Maritime Provinces (11 seats) but had that disapate in the last election.
Ontario (101 seats) Liberals have heavily increased their support base in Ontario, but it has not translated into provincial sucess.

The magazine was right in pointing out that the two Michaels represent a rise of social liberalism in Canada.
Although the Michaels, Leshner in particular, are gay activists, their status as Canada’s newsmakers of the year is largely symbolic, in much the same way as Rosa Park’s simple act of defiance in refusing to sit in the back of the bus, became a symbol of the desegregation movement in the American south.
Time Canada should be commended for recognizing the significance of the increase in social liberalism that has become ensconced in this country, despite the perception that the country is now run by someone who is a cross between Newt Gingrich and Mike Harris.

I think all political parties in Canada (probably all of them in the West as well) choose positive over negative liberty.
Heh, I’m that “almost nobody” you mentioned, as evidenced by the fact that I have no idea what “equitable sharing of resources” is supposed to mean in practice or why anyone should be concerned with it.
