The quotation "Proclaim Liberty throughout all the land unto all the inhabitants thereof," from the passage from Leviticus 25:10, was chosen by Quaker Isaac Norris, speaker of the Assembly, to be inscribed on the Bell.
The Liberty Bell had been used for many years, in order to call the Assembly together and as a way of summoning citizenry for special events, such as the day King George III ascended to the British throne in 1761, the discussion of the Sugar Act in 1764 and the Stamp Act in 1765.
For this reason, it was decided that the Liberty Bell should be kept in the steeple and the new Whitechapel bell was then placed in the cupola on the Independence Hall roof and attached to the clock to sound the hours.

One’s level of development might not be appropriate for the information, and there are questions that one has to have answered first before the original question that has been asked can be answered in a way that makes sense.
For example, if I wanted to play the Liberty Bell March on sousaphone, and somebody put a sousaphone on me and put the sheet music on a stand in front of me, I would still not be able to play the Liberty Bell March, nohow.
If I didn’t know how to read music, had never seen anybody play the sousaphone before, and came from a culture where all instruments are played by hitting them against something, the situation might be, not only absurd, but actually dangerous, for the sousaphone if nothing else.
