In that year's general election, Georgia voters ratified the proposed amendment on Nov. 2, 1920, which marks the date of Long County's creation (although a state historical marker on the Long County courthouse grounds incorrectly cites the county's creation as the day the legislative act proposing the constitutional amendment was approved).
In 1904, Georgia voters had approved a constitutional amendment limiting the number of counties in the state to 145.
In 1945, Georgia voters ratified a new constitution -- one which provided an absolute limit of 159 counties, with an additional provision that no new country could be created except through consolidation of existing counties.

This is the presumed connection of the Liberty, GA Cassels to William, son of Henry Cassels & Margaret Mitchell.
Researchers believe that this William H. Cassels who signed the articles of Incorporation of the Midway Church the seventy-third place was the son of William Cassels of Craven County, South Carolina, and the brother o Elias Cassels, but it is entirely possible that he was their father.
It is not definitely known when the first members of the Cassels family came to Georgia, but the History and published records of the Old Midway Church attest to their presence there since 1785.

The Quartermans of Midway Church in Liberty County, Georgia came from South Carolina in 1752.
They are scattered now, but many (well, many for Quartermans :-) live in Savannah, Toccoa, Lowndes County, New Orleans, etc. This Midway group is the one that sent a delegation to the First Continental Congress even though Georgia wasn't ready to send one.
Midway Church was burnt for their pains, but they rebuilt it in 1792 and the county was named Liberty County because of their efforts.
