The collection is maintained to provide NCAR's computer users with software to assist them in their computational efforts on NCAR computers.
Although copies are maintained at NCAR for convenient reference, it is recommended that users obtain official source code from netlib, except for the six math libraries developed at NCAR.
Many of the libraries in the other categories are licensed for use at NCAR, and by contractual agreement with the vendor, may not be distributed.

 NERSC Math Software Libraries
IMSL is a general-purpose mathematical library that covers all of the important areas of mathematical and statistical computing, including special functions, linear algebra, optimization, and statistical analysis.
NAG SMP Library is a library of Fortran 77 routines optimised for use on Symmetric Multi-processor (SMP) machines which are multi-processor platforms with a shared memory (such as a single node of the SP).

The meeting was convened to consider how to assess various claims made for open-source software and, if appropriate, to identify steps to move OSS activity into the mainstream of digital library development in a manner that might appeal to all sectors of the library community.
OSS ensures that library systems and online services will be more functional for libraries and their patrons and as such be good for library patrons.
It is therefore largely inaccessible to the many libraries and library system departments that require plug-and-play software that is well documented and supported and can be easily installed (and uninstalled).

Most advocates of the use of blocking software by libraries have forgotten that the public library is a branch of government, and therefore subject to First Amendment rules which prohibit content-based censorship of speech.
Blocking software which screens out sites based on their inclusion in a database of impermissible sites, or blocks them based on the occurrence of banned words or phrases, is effectively removing these resources from the library.
Although the installation of blocking software by a library may be a politically expedient solution, it involves an illegal delegation of the library's authority to third parties.
