LC control numbers are assigned by all CONSER members to records that are originally input, to existing records that were not previously authenticated, and in some cases, to previously authenticated records.
Numbers structured like LC control numbers, and identified by a prefix, are used in CONSER records for which no regular LC control number exists at the time of authentication.
The pseudo LC control numbers have their own sequential numbering scheme, i.e., the prefix is a significant part of the numbering inasmuch as the numeric portion may also be valid for other prefixed LC control numbers as well as regular LC control numbers.

Library of Congress Control Number   (Site not responding. Last check: 2007-10-01)
With the year portion of the LCCN stated as two digits, there is no means of distinguishing numbers assigned in different centuries, e.g., 98-1, and therefore the numbers duplicate one another.
With respect to "blocks" of Serial Numbers, the Library's current practice is to allocate the first 100,000 numbers in each year to the Cataloging in Publication Division (CIP).
If the Library is able to implement the new LCCN structure by the year 2000, only the relatively few numbers assigned in 1898 and 1899 would not be readily distinguishable from those assigned in 1998 and 1999.

LCCN's are often assigned to publishers in advance of publication so that the number may be printed in the item or used in advertising.
For LCCNs assigned prior to 2001, the system prefers the machine readable form of an 8 digit number with zero's inserted in place of the hyphen to fill in for missing digits when fewer than eight are present: 73-33725 has seven digits so one zero is inserted in place of the hyphen:

LCCNs are used for both authority and bibliographic records and are currently structured as follows: Element Length Positions Alphabetic Prefix 3 00-02 Year 2 03-04 Serial Number 6 05-10 Supplement Number 1 11 The uniqueness of the LCCN is determined by the first 11 positions (positions 00-10).
Actual implementation is contingent upon accommodation of the restructured LCCN by the Library's integrated library system, procurement of which is now actively being pursued, and upon an assessment of the impact of other "Year 2000 Changes" on the data processing environment of libraries.
Library officials continue to work on resolving this issue and have notified Congressional oversight members that LC will reluctantly be forced to discontinue CAP after the end of the fiscal year if the legislation is not enacted by that date.

It is worth noting that the Library's use of TIFF formats and headers has not always gone smoothly, perhaps the inevitable result of using an "multi-flavor" set of industry conventions rather than a true standard; this fact accounts for some of the uncertainties in the description that follows.
