  Licence to Kill (1989)
In "Licence to Kill" however, he went too far in the opposite direction and made the character too dark and brooding.
It might have been interesting if Bond, deprived of his licence to kill, had decided that homicide is not the answer to every problem and used methods other than lethal force to overcome his enemies.
"Licence to Kill" dispenses with the just war theory, however, and makes Bond a free agent, fighting not for his country but to satisfy his own desire for personal revenge.

DVD Verdict Review - Licence To Kill
Licence to Kill is certainly a dramatic change from the gadget-filled and increasingly campy Bond films of the Roger Moore era, as it sets a more somber and gritty stage for the series.
While it is a pity that Licence to Kill does not have as fine a video transfer as its contemporaries in the first wave of Bond DVD Special Editions, I must emphasize that this is in the overall context a minor issue that should not dissuade you from this disc.
Licence to Kill is a commendable entry in the James Bond series, and a welcome twist to the traditional formula.

Exodus 22:2—3, which permits a householder to kill a burglar who breaks in at night, was favourably cited in the national press.
This paper asks whether the householder should have a licence to kill the nocturnal burglar, and argues that one purpose of Exodus 22:2—3 is to provide a conclusive, objective test of when a householder may kill without incurring the vengeance of the ‘avenger of blood'.

 Licence To Kill
Licence To Kill is widely regarded as being the second most underrated episode in the Bond franchise, with On Her Majesty's Secret Service being the first in line to that dubious honour.
Licence To Kill was initially passed by the BBFC for display in UK theatres with a 15 classification, with approximately three minutes and thirty-five seconds of footage cut.
Licence To Kill is probably the most dated entry in the Bond franchise, but its poor reception also proves that Bond fans obviously don't give a damn about anything like plot or character development.

Maybe it's because this was one of the least successful Bond films, but this music seems to be the forgotten Bond score, which is a pity because I think Michael Kamen did a reasonable job and consider this one of the better non-Barry Bond scores.
Thankfully it settles down after a minute, but this is one cue that just doesn't seem to get anywhere and is the least memorable of the score cues, which, given that it's the second longest at six minutes, is a bit of a disappointment.
Finally, in "Licence Revoked" we have the cue that contains the bulk of the action music.
