Licence to kill (concept) at AllExperts (via CobWeb/3.1 planetlab2.cs.unc.edu)   (Site not responding. Last check: 2007-11-03)
In the literary sense, the licence is presumed to be a discretionary one, distributed rarely and requiring extensive training to obtain, and it is only granted to a handful of covert agents of a state, in the interest of national security.
The agent is not necessarily expected to kill the enemy as part of a mission, but may receive immunity from prosecution for doing so, if, in the agent's estimation, it is necessary to complete the mission.
In reality, such licences may run afoul of the laws of war: the covert agent would almost certainly be considered a spy or perhaps even a common criminal if murder is committed in a foreign country.

Like licences, they ought to be adjusted as necessary to keep pace with changing conditions in the fishery as well as attempts by fishermen to find a legal way to get around regulatory limits.
Granting the licence grants access to the fishery; imposing conditions on the licence is one of the most effective ways of regulating the fishery; revoking a licence is a powerful instrument for enforcing the conditions; licence applications are a mine of information about the fishery.

I haven't had a chance to study the licences of all the relevant stations but I have looked at this, the 2004 CRTC decision which awarded CHUM the Craig group of stations, which included some of the operations hard hit by the cuts.
My quick research shows five radio stations have had their licences lifted over the years and some TV licences were renewed for shorter periods than requested.

For example, if a normal user, 'jschmoe', kills a 'pid monster' whose real process is owned by 'jdoe', nothing would happen to the underlying process on the machine because jschmoe doesn't have the rights to alter jdoe's processes.
The reasoning behind this behavior was that "on very heavily-loaded machines, it is not uncommon for the OS to kill random processes." Unfortunately, the number of monsters in a given area must be depressingly small in order for them to avoid both intentional infighting and friendly fire.
Since monsters would tend to kill each other off until only a few remained in the area, the user was severely hampered in the ability to orderly control processes on the machine.

Licence To Kill is an exciting, bloody and complex thriller of a film, and for (more or less) the first time, we see what James Bond would do if he was going solo.
Imagining Licence To Kill as anything other than an action thriller is difficult - and in my mind Timothy Dalton was perfect in the role in 1989.
This is not in itself a bad thing, of course, but in Licence To Kill it tends to take away from the British nature of James Bond, and turn him into a normal hero.

The BBC Television Licence - World Affairs Board
From its inception the BBC was a public service, so a radio licence was enacted in November, 1992 of 10 shillings in order to provide funding.
It was called a licence because when it was introduced in 1922 they didn't have the modern phrase "subscription TV", because they were the only broadcaster and because they didn't have any means of scrambling etc.
Logic would dictate that as technology has moved on, that the licence fee should be turned into what it is, a subscription service, especially as digital terrestrial television is now dropping through everyone aerials and Digital Satellite also carries all the BBC channels.
