Licensure is similar to professional certification, and sometimes synonymous, but generally, certification is not mandatory to be able to legally practice the profession.
Milton Friedman (1979) notes that licensure is widely used to restrict entry, particularly for occupations like medicine that have many individual practitioners dealing with a large number of individual customers (see for example the American Medical Association).

Elementary licensure combined with a Master's in education may be completed through a collaboration between Carleton College and the Bank Street College of Education in New York City.
To that end, Carleton licensure candidates serve apprenticeships in local public schools at several points during their preparation program, whenever possible mentored by master teachers who are "reflective practitioners." The Teacher Education Committee oversees the licensure program at Carleton College.
The central focus of the ten-week term is learning to apply the licensure candidate's skills, instincts, and philosophy to an actual teaching experience in area public or private schools or in the Chicago area through the ACM Urban Education Program.

A licensure authority must have the means to hold the clinician accountable for his or her actions and enforce the authority's disciplinary decisions.
A national licensure system could be implemented at the state or national level and would involve the issuance of a license based on a standardized set of criteria for the practice of health care throughout the U.S. Administration of this system at the national level could be left to a national professional organization.
To be effective, a licensure system must have the standards and resources to ensure that health professionals are clinically competent in their chosen specialty, as well as mentally and physically fit to render services to the public, identify impaired health professionals, resolve patient complaints, and prosecute health professional misconduct.

Occupational experience obtained through self-or-family employment directly related to the area of licensure sought shall be accepted for all or part of the occupational experience required for licensure.
Evidence of successful completion of competency based occupational examinations (or equivalent) preapproved by the Licensure Office shall be accepted as proof of occupational competence in lieu of two-thirds (2/3) of the occupational experience requirements.
