Born in Cleveland, Ohio, to a Serbian father and Slovenian mother, Voinovich earned a B.A. in government from Ohio University in 1958 and a J.D. from the Ohio State University College of Law in 1961.
In 1978, Voinovich was elected lieutenant governor on the gubernatorial ticket with James A. Rhodes (the first Ohio lieutenant governor not to be elected separately from the governor) and he served as lieutenant governor of Ohio in 1979.
While still serving in his first year as lieutenant governor, Voinovich ran for mayor of Cleveland, Ohio, and unseated the incumbent, Dennis Kucinich.

The resignation of Governor Lausche in January 1957 to become United States Senator brought to the office of governor, as the state's fifty- eighth chief executive, Lieutenant Governor John W. Brown for a period of eleven days, January 3 to January 14, when C. William O'Neill was inaugurated for the regular term.
He again served as lieutenant governor from 1963 to 1967 and was reelected in November 1966 for another four-year term.
When Governor Brown was sworn into office by Robert L. Barton, he said that this was "the happiest moment of my life." He stated in his inaugural that he had no desire to cause "havoc" in the state administration and retained the Lausche cabinet intact to give governor-elect O'Neill a free hand in appointments.

In 2002, Governor of Ohio Bob Taft ran for re-election but his lieutenant governor, Maureen O'Connor, ran for the Ohio Supreme Court.
The Taft-Bradley ticket easily defeated the Democratic challengers, Tim Hagan and and Bradley became Ohio's first African-American lieutenant governor and the first African-American woman to serve as Lt. Governor in the United States.
In 2004, the governor also appointed Bradley to the "Jobs Cabinet." Following the resignation of Joseph T. Deters as state treasurer, Taft appointed Bradley to the post, effective January 2005.
