Lieutenant Kije (Подпоручик Киже) is a short story by the Soviet author Yuri Nikolaevich Tynyanov (1894-1943) published in 1927.
The plot is a satire on the bureaucracy of tzar Paul I of Russia.
Kije's Birth: The Tzar, listening to a report, mishears a phrase and concludes that a lieutenant exists.

Additionally, the longer such "Potemkin villages" exist, the greater the degree of embellishment that is called for, lest the paper fabric stretch too thin or an unanticipated angle expose the whole sham in its nakedness.
All of which gives room for the occasional touch of whimsy, such as in the "Wedding of Kije" where the band that is hired for the event turns out to know only one song, which it then plays with great gusto at every conceivable awkward moment.

The score he wrote for the film Lieutenant Kijé was a particularly important one for Prokofiev.
It was the first music he composed upon returning to his Russian homeland in 1933 after a ten-year residency in Paris which had made him, in his own words, "restive, and afraid of falling into academism"; and it was his first effort in the film medium.
Prokofiev's biting humor and penchant for the grotesque were tailor-made for the satiric story of Kijé, which evolves from an incident of Hollywood-type madness: Through a wildly unlikely mistake, the non-existent name Lieutenant Kijé has been entered into the rolls of a military company, and in order to prevent official embarrassment, a Kijé is invented.

Quite a story evolves for the fictional lieutenant as the Tsar asks after him: he has numerous adventures, recieves medals, falls in love and is even married as the court become more and more inventive with the fictitious lieutenant.
The now terrified underlings produce a report of Kije’s heroic death in battle: he is given a great military funeral at the personal request of the Tsar and is buried in an empty coffin (much to the relief of the courtiers).
Sergey Prokofiev arranged what became the Lieutenant Kije Suite in 1934 after it became clear that the film wasn’t going to materialise: the music was rewritten so it wasn’t so tied to the nonexistent film and it stands on its own very well indeed.

His interest in satire was strong throughout his career, but the warmth associated with later examples of this trend (such as Peter and the Wolf or the music for Lieutenant Kije) was generally lacking in his earlier compositional voice.
Until permanently leaving France, he was receiving commissions from both French and Soviet sources, and he had settled into a style that struck an appealing compromise between brashness and conservatism.
The French violinist Robert Soetans commissioned the Violin Concerto #2 from Prokofiev, and the premiere was given in Madrid in December 1935.

Lieutentant Kije is perhaps more familiar, but probably as a result of the endless playing of the Troika around Christmas.
It does admittedly capture the spirit of a snowy jaunt in a horse drawn sled, but overuse of classical pieces like this does make them stick out as "that the bit you recognise," especially when the famous section is perhaps one of the more frivolous moments of the suite.
The theme that defines the Troika is Kije's theme and so crops up quite often in the course of the suite, but is used quite sparingly and with all manner of orchestration and mood.
