 Don't be afraid of the heat!
The dark brown hood, pure white underparts, light wing-linings, somewhat darker primaries and secondaries, and proportionately small tail with many inconspicuous light and dark bars, plus the fairly broad but noticeably tapered wings were all apparent (plus the call itself, which is distinctive).
The highlight of the day was an adult, light-phase SHORT-TAILED HAWK, first slowly calling "kle, kle, kle, kle" then seen in flight low over the Owl Trail.
If this Short-tailed Hawk stays around, as some have done in the 1990s, it can probably seen as well (or better) by just birding in one of the wetland areas (like Pintail or Cattail Lakes, maybe even Willow, or along the river).

The bird's plumage closely resembles that of the Turkey Vulture, and Zone-tailed Hawks soar with their wings held above the horizontal, rocking from side to side, like Turkey Vultures and often in company with them.

This can't be a Harris's Hawk with those multiple zones of white in the undertail, and those long slabs of wings, quintessentially buteo shaped, are much too long and narrow for a Black Hawk.
In poor light notice the white areas of the Harris's proportionately longer tail are at the base and at the end, giving the appearance of a white tail with a very broad dark band--quite different appearing than the Black Hawk's white median band on all dark tail.
Black Hawks are loners, and they are usually closely associated in breeding season with riparian areas.

A surreal relationship developed between us, this young hawk frozen in the air, just feet from me. The hawk hung in the air without a beat of its wings, moving only its head side to side to show that it was alive.
It was only because I knew the hunting behavior of the Short-tailed and the hawk in question was not behaving as expected that we continued to question our id. It was hunting off a telephone pole, with only occasional flights into the wooded area along the road.
Fortunately, for us, we have taken to checking out the patagial marking on all light colored hawks to quickly eliminate the Red-tailed Hawk.
