Iyasu, as heir to the throne, soon became actively involved in government affairs, but was held to be too young to be actually crowned.
Iyasu, who had been only one of the Emperor's possible heirs, was regarded with suspicion by many of Menilek's former courtiers, as well as by the nobles of Shawa in general.
Iyasu and his advisers therefore almost certainly found the German and Ottoman envoys more sympathetic to deal with than their opposite numbers on the Allied side, and not surprisingly developed warm relations with the representatives in Addis Ababa of both Berlin and Constantinople.

Iyasu's policy of favouring the Germans and Turks not surprisingly incurred the displeasure of the Allied Ministers in Addis Ababa.
When this failed to bring Iyasu to heel the British, French and Italian Ministers, operating in concert on the lines of the Tripartite Treaty of 1906, called on the Ethiopian Cabinet, on 10 September 1916, which was, significantly, Ethiopia's New Year.
