A rule of thumb is to speak of a "strong scale" for values exceeding 0.50, a "moderate scale" for values from.40 to.50, and a "weak scale" for values from.30 to.40.
Use of 7-point scales or higher would seem best, but it must be noted that use of 5-point Likert scales with interval procedures is extremely common in the literature.
