The Alaska Star: Letters to the Editor 05/09/02
All men have been created equal (on paper), but in Alaska all villages are not created equal.
However, by identifying the characteristics and demographics of a village such as Lime Village and applying those criteria to other villages, this process would result in only those areas lacking the basic needs the bulk of Alaska has today.
In discussing this with Floyd Tepton, one of the Native leaders who agrees with this approach, I suggested a Subsistence Area be created around Lime Village.

Alaska Subsistence: A NPS Management History (Chapter 1)
That separation was enhanced in 1905 when Congress passed the Nelson Act, which authorized whites living in any "camp, village, or settlement" to petition for their own school district; this act, in a short time, left the Bureau of Education as almost the sole educator of Alaska's Natives.
One policy, similar to a long-established practice of the Bureau of Indian Affairs outside of Alaska, and also that of the many religious denominations that had been educating Alaska Natives since the 1880s, was that the most efficient way to educate Native children was to remove them from their households.
Some lived in year-round villages; some had primary residences in villages, but headed out to summertime fish camps or carried out other itinerant activities; and still other Natives were so dependent upon seasonal migration patterns that no home was considered more permanent than any other.
