While Lincoln Highway travelers used the ferries at the foot of 42nd Street, the route was ultimately realigned to utilize a new form of river crossing, which would eliminate the use of ferries.

Motorists are advised to expect delays at the Lincoln Tunnel because of work on two important projects set to begin at the end of July and in mid-August.
Beginning Sunday, July 27, at 9 P.M., paving work on the eastbound Lincoln Tunnel helix (eastbound Route 495 between Pleasant Avenue and the Lincoln Tunnel) will begin and continue during the night and in early morning hours for the next seven weeks.
On the weekends of August 16-17 and August 23-24, the center tube of the Lincoln Tunnel will be closed from 12:01 A.M. Saturday until 5 A.M. Monday for rehabilitation work.

I've always assumed it was because the Port Authority pipes in FM signals via some sort of system (carrier current, say) that brings it into the tunnel, and FMU is not one of the stations granted this favored status.
Tunnel repeaters are made out of a set of single channel receivers picking up individual air transmissions (radio's tuned to a station)and retransmit them on the same frequency to the tunnel.
Stations in line with the tunnel might be able to enter by themselves but will fade quickly.

If you drive the course of the Penn Lincoln Parkway through the area and examine the topography in relation to the endpoints connected by the highway it makes a bit more sense.
Now the Parkway emerges from the tunnel and immediately crosses the high deck arch viaduct -- a bridge which is only noted for its engineering by those who take the "secret" traffic bypass of Forward Av to Commerical St into Swissvale.
This was the eastern terminus of the Penn Lincoln Parkway when it was first opened and traffic continued eastward on US22 until the 1962 bypass was built to the north of Monroeville and extending to the Turnpike which had arrived in 1952.
