The programs to protect and preserve the coastal resources of the gulf, one of the richest ecosystems in Northern Luzon, used to be coordinated by the Lingayen Gulf Coastal Area Management Commission (LGCAMC) until it was abolished early last year by President Gloria Macapagal-Arroyo.
With the vacuum created by the abolition of the LGCAMC, there was a need to create a provincial coordinating committee on coastal resource management (PCC-CRM) because of the problems and issues besetting the province's coastal resources, Gov. Victor Agbayani said.
