In Roman times the city was known as Ulpiana from which the name Lipjan is derived.
Ulpiana was named by the Romans in honor of the Roman Emperor Marcus Ulpius Nerva Traianus.
The non-Latin form Lypenion for the city occurs for the first time in a Greek text from 1018 AD.

A contemporary of Skanderbeg, Dukagjini is known for a code of law instituted in northern Albania.
Dukagjini is thought to have been born in Lipjan in Kosovo in 1410.
By the time he took over the ruling of the county from his father Prince Pal Dukagjini in 1446, Dukagjini had gained an overall knowledge, inspired by the European Renaissance humanism of towns such as Venice, Ragusa and Shkodër, and had studied in Prizren.
