The Intergovernmental Committee of the Convention on the Recognition of Qualifications Concerning Higher Education in the European Region (known also as the Lisbon Convention) held its Second meeting in Riga on June 6, 2001.
With reference to the request of 2 March by the Minister of Foreign Affairs of the Federal Republic of Yugoslavia and under the provisions of Article XI.3 of the Lisbon Recognition Convention, the Lisbon Recognition Convention Committee invited the Federal Republic of Yugoslavia to accede to the said Convention.
The Lisbon Recognition Convention Committee adopted the UNESCO/CEPES-Council of Europe Code of Good Practice for the Provision of Transnational Education.

Recognition pursuant to this provision gives the right to use the title established for the degree or professional training it is found to be equivalent to.
The title of the Convention (Convention on the recognition of qualifications concerning higher education in the European region) points to an important principle, since "qualifications concerning higher education" is intended to include both qualifications attained through higher education and qualifications that give access to higher education.
Recognition of a qualification shall give the right to use a title and/or access to further studies equivalent to the rights of a person holding the qualification in the country where recognition is granted.

Draft amendments to this Convention may be adopted by the Committee of the Convention on the Recognition of Qualifications concerning Higher Education in the European Region by a two-thirds majority of the Parties.

Recognition is key to ensure greater student and worker mobility by ensuring that a degree taken in one country is recognised in other country.
Recognition should be granted unless the competent recognition authority can prove there is substantial difference between the qualification for which recognition is sought and the corresponding qualification of the host country.
Since the basic rights described are stated in the Council of Europe/UNESCO Convention on the Recognition of Qualifications Concerning Higher Education in the European Region adopted in Lisbon on 11th April 1997, ESIB calls upon all the signing Parties to ratify the Convention.

In all cases where the decision is different from the recognition requested by the applicant, including in cases where no form of recognition is possible, the competent recognition authority should inform the applicant of the reasons for the decision reached and his or her possibilities for appealing against it.
Competent recognition authorities and other assessment agencies should be encouraged to focus on the learning outcomes and competencies, as well as the quality of the delivery of an educational programme and to consider its duration as merely one indication of the level of achievement reached at the end of the programme.
Where recognition cannot be granted according to an applicant's request, the competent recognition authority or assessment agency should, as far and as precisely as possible, assist the applicant in identifying remedial measures the applicants may undertake in order to obtain recognition at a later stage.

The Council of Europe/UNESCO Convention on the Recognition of Qualifications concerning Higher Education in the European Region is the main international legal text concerning the recognition of qualifications.
A recognized institution in the country in which recognition is sought will therefore already have assessed the profile, level and quality of the foreign components of the joint degree, and it would seem paradoxical if this assessment were not to be accepted by (other) competent recognition authorities in the country in which recognition is sought.
If recognition of a joint degree is sought in a third country (situation (c)), it is at least difficult to see why recognition of the joint degree should be more difficult than the recognition of a national qualification from any of the countries whose institutions have contributed to the joint degree.

Specific attention is drawn to the Convention on the Recognition of Qualifications concerning Higher Education in the European Region, elaborated jointly by both Organisations and adopted on 11 April 1997.
Where the recognition decision is different from the decision requested by the applicant, the competent recognition authority has a special obligation to stating the reasons for its decision and to inform applicants of their possibilities for making an appeal against the decision.
In principle, recognition decisions should be open to appeal, and it is the duty of the competent recognition authority to inform applicants of the modalities of such appeals, including its formal aspects, such as deadlines.

Canada signed the Lisbon Convention as a non-member state on November 4, 1997, and is in the process of ratifying it.
Assessment of an application for recognition of foreign qualifications must be done solely on the basis of an applicant’s knowledge and skills without any discrimination on the basis of things such as an applicant’s gender, race, color, disability, language, religion, political or other opinion, national, ethnic or social origin.

Representatives of recognition agencies are to be invited to participate in the development of the Tuning II project.

 Procedure for the recognition of foreign educational qualifications
The procedures for the recognition of foreign educational qualifications shall be performed by the Ministry of Education and Science of Ukraine, namely, by the department of licensing and accreditation, where applicants or their authorized persons shall submit their documents on education to for the recognition.
Pretenders' applications for the recognition shall be considered on the individual basis within a period not exceeding four months from the date of the receipt of all necessary information.
For the acknowledgement of its decision on recognition, the Ministry of Education and Science of Ukraine shall issue a document in the form to be determined by the Ministry of Education and Science of Ukraine.

 Diploma Supplement
In August 2004, a new regulation of the Minister of National Education and Sport on the types of professional titles and specimens of diplomas awarded in higher education came in force, by which Polish higher education institutions are obliged to issue Diploma Supplement since 2005.
The purpose of the conference was the promotion of the Diploma Supplement in Poland, according to the recommendation of the final report published by the joint working party on the Diploma Supplement, which considers the DS an important tool in the implementation of the Lisbon Convention.
The Polish pilot project on Diploma Supplement was launched in June 2000 as a result of the conference on DS organized in May. It was coordinated by the Bureau for Academic Recognition and International Exchange (Polish NARIC) together with the Department of Higher Education Institutions of the Ministry of National Education.

These networks are key information-sharing mechanisms for the 53 countries that have signed or ratified the Convention on the Recognition of Qualifications concerning Higher Education (Lisbon Convention).
Two documents of interest to educational institutions were discussed and will be presented for adoption at the 3rd meeting of the Committee on the Lisbon Recognition Convention in May 2004: the Draft Recommendation on the Recognition of Joint Degrees and the Draft Statement by the ENIC-NARIC Networks on the European Higher Education Area.
Denmark ratified the Lisbon Convention on March 20, 2003, and the United Kingdom on May 23, 2003.
