They need to get the car on the Umbler listing of cars and place an AEI tag on the car and have it moved around on the general railroad system.
An individual can also acquire its own reporting marks to move a car.

 Understanding railroad reporting marks
The following is a list of the most widely used (approximately 1000 or more cars) reporting marks, along with the names of their current holders.
Official reporting marks may contain any letter of the alphabet, but not the ampersand (and), although the ampersands are often stenciled on the cars for clarity.
Like all privately owned cars, these have reporting marks ending in X. While initials can give a trackside observer a clue as to who owns a car, they often bear little relationship to the owner's name, which is seldom spelled out elsewhere on the car.

Sullivan reports that though the NP was already favoring 50 foot boxcars at the time these were built, there remained enough interest on the part of the road to build four series of these cars, totaling 250 pieces.
Itel wasn't done as a company yet in October 1991's book, in fact the total number of cars they looked after ballooned to more than thirty-two thousand, including 93 SSIX Center Flows.

 RPCX
Reporting marks are the letters preceding a car's numbers that are stenciled on the side of each rail car.
The RR will contact the car "owner" as identified in the reporting mark contact file for the reporting mark stenciled on the car, in the case of RPCX that is the RPCNB, to determine why the car is not in Umler.
Also bear in mind that because the owner of the car is considered to be the assignee of the reporting mark, a person who applies an illegitmate reproting mark is fraudulantly attempting to have someone else liable and responsible for their equipment.
