  Education in Albania - Wikipedia, the free encyclopedia
The first school known to use Albanian in modern times was a Franciscan seminary that opened in 1861 in Shkodër, though there are mentions of Albanian schools by Franciscans since 1638 [1] in Pdhanë.
From about 1880 to 1910, several Albanian patriots intent on creating a sense of national consciousness founded elementary schools in a few cities and towns, mostly in the south, but these institutions were closed by the Ottoman authorities.
The advent of the Young Turks movement in 1908 motivated the Albanian patriots to intensify their efforts, and in the same year a group of intellectuals met in Monastir to choose an Albanian alphabet.

 Albanian Language Education in Kosova
Albanian secondary school students are also denied access to their facilities: school libraries, dormitories, sport halls (gyms) etc.
Besides the lecturing halls, Albanian students are denied access to the University Library, the libraries in faculties and departments, dormitories, dinning halls and canteens, sports halls (gyms) etc. In the 1996/97 academic year, there were around 16.000 students (both full-time and part-time) studying at the Albanian-medium University of Prishtina in make-shift classrooms and halls.
According to new legislation, the enrolment ratio was to be 1:1 for Serbs and Albanians (1500 Albanian and 1500 Serb freshmen).

The alphabet of the Caucasian Albanians or Aghbanians, one of the Ibero-Caucasian peoples, ancient and indigenous population of modern Azerbaijan and Daghestan is also called the Albanian alphabet (in addition to that of the modern country of Albania; see Albanian alphabet).
This alphabet (with 52 letters) was invented in the 6th century AD on basis of the Georgian Asomtavruli and was discovered in 1937 by the noted Georgian scholar, Professor Ilia Abuladze; however, the extreme paucity of inscriptions made interpretation difficult.
The first reasonably long work in Albanian was discovered on a palimpsest in St. Catherine's Orthodox Monastery on Mount Sinai in 2003 by Dr. Zaza Alexidze; it was an lectionary dating to the late 4th or early 5th century AD, with a Georgian Patericon written over it.

Regarding naming of the articles, I tend to prefer not to include "List of" in the name if it in fact is a proper article (which itself can include lists), however I sill feel that calling it a list is still appropriate if it in fact is nothing more than a "list".
The articles you refer to were created in an effort to consolidate the list of colleges and universities by country and the list of islands, into a better working structure.
I think that there should be a brief description and a list of the counties on the main page and a more indepth description of the characteristics with a list in the County article.
