The Minuteman Council, which oversees more than 18,000 Scouts and 3,300 adults in the Boston area, has been outspoken in its opposition to the national policy, which was upheld two years ago by the US Supreme Court.
One council member, who asked not to be identified, said local scout groups lost enough money and support from Boston area organizations "to make us stand up and take notice." It also became increasingly difficult for volunteers to personally justify the ban on openly gay leaders, especially in liberal communities such as Boston and Cambridge.

So, and I'm also guessing here, the BSA "requirement gurus" decided to leave BB shooting and archery off the list for Sportsman, for the reason that, if the council didn't have such a facility, advancement might be restricted.
The national office does not "out-rank" local councils, has no direct jurisdiction over them, and is not a "higher power" to which the local councils report, or take orders from.
The national office does not govern the local councils, and the Scout Executive to whom you spoke does not directly report to anyone at the national office.

Nine (9) of those professionals are in Districts OTHER THAN "the Black district" of that Council (220 are serving as "District Executive" or "Senior District Executive of a "urban District" or a Field Director or District Director of a urban field service area.
A BIG NOTE: The BSA has been demanding that local Councils STOP hiring parapros, largely because of a cost-cutting move (the BSA picks up health insurance on those folks and provide other services at the same time as they are cutting fulltime professionals).
It failed because local Councils weren't interested in having a "national commissioner" to come to their Council and have lunch and dinner, talking about "what if's" and "remember whens".
