This did not always mean Interstate highway (q.v.) construction, but did mean that special steps were to be taken to improve transport through the area as a national priority task, such as upgrading or widening of existing routes, in addition to formation or management of new Interstates and/or Federal and state highways (qq.v.).
Many of the NEI highway alignments were merged into the new US highway system, but had to be re-numbered as the numbering systems were not in general compatible; the only one that kept its designation was multi-state NEI 1, most of which became US 1 (and portions later US 1A).
This makes their designation as federal highways a bit of a misnomer; although they may have been constructed with some amount of federal aid, only a subset of US highways remain part of the nationally funded National Highway System (q.v.) and therefore in general their maintenance is paid for by the state they run within.

Similarly, both Alaska and Puerto Rico have public roads that receive funding from the interstate program, though these routes are not signed as interstate highways.

 Designating the Urban Interstates
Except for the fact that interstate highways constitute links in a national system and are given priority due to their importance for long-distance transportation and the national defense, their design should not be materially different from that of any other road carrying a comparable volume and kind of traffic.
Circumferential routes in large cities are potentially of greatest value to national defense from the standpoint of the movement of cargo and personnel by highway transportation when located in the outer development adjacent to smaller buildings and serving as many as possible of the transportation terminals and industrial areas.
However, as agencies are relocated at increased distances from a central point, a larger number of employees have residences in the area of the new office location, with a secondary group having residence in the area of greatest population density near the central business district.

The Interstate highways in the state are I-95 (the Connecticut Turnpike) running southwest to northeast along the coast, I-84 running southwest to northeast in the center of the state, I-91 running north to south in the center of the state, and I-395 running north to south near the eastern border of the state.
I-95 from south of New Haven to the New York border is one of the most congested highways in the United States due to increasing population density, increasing business in the New York area, and a general increase in American driving, and the congestion spills over to clog the parallel Merritt Parkway.
A series of terrible crashes at these plazas eventually led to abandonment of the whole toll system in 1988.
