 A Citizen's Guide to Planning
State law establishes a framework for local planning procedures, but cities and counties adopt their own unique responses to the issues they face.
However, the State is seldom involved in local land use and development decisions; these have been delegated to the city councils and boards of supervisors of the individual cities and counties.
Although state law establishes a set of basic issues for consideration in local general plans, each city and county determines the relative importance of each issue to local planning and decides how they are to be addressed in the general plan.

Interstate Business Routes @ Interstate-Guide.com: Index
Many states in the East did not designate business loops, as most of the new Interstates paralleled the old U.S. route, and such a route was not necessary.
A Business Route generally is a local street or road in a city or urban area, designated by the same route number as the through Interstate, U.S., or State highway to which it is connected, with the words "Business Route" attached to the identifying route shields.
The Business Route designation provides guidance for the traveling public to leave the main highway at one end of a city or urban area, patronize local businesses, and continue on to rejoin the main route at the opposite end of the city or urban area.

 Over a Barrel
California is on the verge of a second energy crisis.  If gasoline consumption continues on the current trajectory, a gas crunch could hit as early as next spring.  Recent drops in gas prices belie the long-term trend and exacerbate trends in consumption.
California must phase MTBE out of gasoline, and replace it with ethanol,  which may cause a six to ten percent shortfall in gasoline supply by the end of next year.
California can help avert a gasoline crisis by taking steps now to reduce gasoline consumption.  By increasing fuel economy and decreasing the amount that Californians need to drive, the State can help prevent a second energy crisis, save consumers money and put Californians on the road toward sustainable transportation.
