A highway may be designated scenic depending upon how much of the natural landscape can be seen by travelers, the scenic quality of the landscape, and the extent to which development intrudes upon the traveler's enjoyment of the view.
A scenic corridor is the land generally adjacent to and visible from the highway.
If a route is included on the list of scenic highways eligible for official designation, contact the Caltrans District Scenic Highway Coordinator for a copy of the Guidelines for the Official Designation of Scenic Highways.

The route from Edgemar to Skyline Boulevard was originally adopted on November 17, 1952; LRN 55 between Alemany (John Daly) and the Edgemar area was completed in December 1954, and the contract for construction of the Route 1 freeway was awarded on May 3, 1957 to the McCammon, Wunderlich, and Wunderlich Company of Palo Alto.
Route 280 near the south boundary of the City and County of San Francisco to Route 101 near the approach to the Golden Gate Bridge in San Francisco.
The Route 99/Route 70 co-designation signage that remained as of 2003 were (1) on eastbound Elkhorn Blvd at the onramp to NB Route 99; (2) on Capitol Avenue at 5th Street; and (3) on I Street and 4th Street at the Amtrak station.

Because of these factors and because the longest spur route identified as Interstate 710 appears to be the one crossing the Gerald Desmond Bridge and connecting to California 47/103, we'll use that one as the southern terminus.
Subsequently, the environmental clearance for the route was rescinded by Caltrans in April 2004.
