Most cities and counties in California don’t have term limits, but the law in the Legislature has opened the door for city council members and county supervisors who have a leg up on unknown challengers in running for open seats.
While more Assembly members are cutting their teeth politically in city and county offices, 34 of the state’s 40 senators have served in the lower house.
California’s eight-year-old term limit law has finally taken hold, dramatically changing the complexion of the Legislature and sending into retirement some of its most colorful politicians.

 California Highways (www.cahighways.org): Chronology of California Highways 1897-1914
This report, submitted November 25, 1896, recommended a system of state highways made up of 28 distinct routes, of approximately 4,500 miles, using existing roads when possible, connecting all county seats.
Three newly appointed officials, Marsden Manson of San Francisco, R. Irvine of Sacramento, and J. Maude of Riverside, purchased a buckboard and visited each county in 1895-1897 to form recommendations for a state highway system.
The 1924 highway list shows 34 miles of this route being defined in 1909 (a second list agrees with this), and the remainder (72 miles) being defined legislatively.
