California was poorly settled until modern public health eliminated the endemic outbreaks of yellow fever, malaria and plague, caused from the area’s lack of frosts, which kills mosquitoes and fleas.
California's vast terrain is connected by an extensive system of freeways, expressways, and highways, all maintained by Caltrans and patrolled by the California Highway Patrol, except for the numbered expressways in Santa Clara County which were built and maintained by the county itself.
California is governed as a republic, with three branches of government: the executive branch consisting of the Governor of California and the other independently elected constitutional officers; the legislative branch consisting of the Assembly and Senate; and the judicial branch consisting of the Supreme Court of California and lower courts.

The American River, located in the US state of California, has a prominent place in American history for being the site of Sutter's Mill, where gold was found in 1848, leading to the California Gold Rush.
The American River is divided into the North, Middle, South and Silver Forks before they reach their confluence in Folsom Lake and are popular for their verdant canyons, fishing and white water rafting.
Below Folsom Lake, the river passes through an urbanized area but is buffered by a riparian park, the American River Parkway, that runs 23 miles (37 km) from Folsom Lake to the river's confluence with the Sacramento River.

The Washington, D.C.-based American Rivers group listed the Tuolumne as one of the nation's 10 most threatened rivers out of concern that the proposed pipeline could increase the capacity for river water diversion to the San Francisco Bay Area by 70 percent.
The Santa Clara River in Los Angeles County also made the list, because of pressures from urban development.
The annual list of rivers is based on nominations from thousands of local environmental groups and local governments about rivers that are "facing the most uncertain futures rather than those suffering from the worst chronic problems," American Rivers said.

Wolk included language in her bill addressing concerns raised during discussions with a variety of stakeholders, insuring that current non-native vegetation removal efforts as well as those seeking to rid the creek of mercury contaminants would not be interrupted or prevented.
Wolk also added very specific language protecting the current practices and waters rights of the Yolo County Flood Control District and their counterparts in Lake County and underscored the Legislature's intent to not pursue a Federal Wild and Scenic designation.

SACRAMENTO–– Legislation by Assemblywoman Lois Wolk (D-Davis) to designate 31 miles of Cache Creek in Yolo and Lake Counties as a State Wild, Scenic and Recreational River passed the Assembly Natural Resources Committee today with a bipartisan 7-2 vote.
The bill will next appear in the Assembly Appropriations Committee.
Among its supporters are Sierra Club California, Yolo Audubon Society, Trout Unlimited, Patagonia, The California Oak Foundation, California Wilderness Coalition, Natural Resources Defense Council, Defenders of Wildlife, California League of Conservation Voters, and Environmental Defense.
