The lower house, the House of Commons, is the dominant branch of the Canadian Parliament.
The Parliament of Canada was granted limited power to amend the constitution by a British Act of Parliament in 1949, but it was not permitted to affect the powers of provincial governments, the official positions of the English and French languages, or the five-year term of Parliament.
With the members of the House of Commons remaining at the Bar, and with the senators seated in the Senate Chamber, the Monarch or the Governor General (seated on the Throne) delivers an address known as the Speech from the Throne.

The Parliament of Canada was based on the Westminster model (that is, the model of the Parliament of the United Kingdom).
Canadian law states that all federal elections must be held on a Monday (except on statutory holidays), and the campaign must be at least 36 days long.
Any member may request a count of the members to ascertain the presence of a quorum; if, however, the Speaker feels that at least twenty members are clearly in the Chamber, he or she may deny the request.

The single member plurality system used in all Canadian federal and provincial elections has many strengths but also reveals serious weaknesses in producing legislatures that reflect the choice of parties made by the voters.
The party list half are allocated in a manner that tries to provide a party with a total share of the seats in the legislature that is roughly proportional to their share of the party-list vote.
Or, the party list seats may be awarded with so that only the party-list seats are proportional to the share of votes; the number of seats won by SMP would be irrelevant in this case.

The education efforts, including phone calls from AFP members across the country to Parliament, resulted in the inclusion of an amendment that exempted registered charities from the list.
Several members of Parliament have expressed interest in further amending Bill C-37 to exempt these organization from the requirements of the list.

(May 23, 2005) In early May, AFP submitted comments to Parliament seeking an exemption for charities from a proposed national Do-Not-Call list, and the House of Commons is considering the recommendation.
Canadians interested in cutting down on calls from telemarketers would be able to submit their name for the list, and organizations making such calls would have to ensure that those individuals were not contacted.
In addition, AFP noted that during consideration of the U.S. Do-Not-Call' list, Congress listened to the concerns of the nonprofit sector and created an exemption for charities.

The Canadian government announced in late September that it would amend patent laws to allow generic pharmaceutical companies to produce and export patent-protected drugs to countries unable to manufacture their own (see BRIDGES Weekly, 15 October 2003).
The Canadian government's announcement followed a 30 August decision of the WTO General Council on a mechanism for relaxing the restrictions in the TRIPS Agreement (Article 31) on using compulsory licensing to produce generic medicines in one country for export to another (see BRIDGES Weekly, 4 September 2003).
Other issues highlighted as problematic included the fact that developing countries that are not WTO Members would be excluded from the remit of the Bill, and the fact that under the Bill as it stands, NGOs and international organisations would not be allowed to obtain generic medicines for patients in developing countries.

Eleven new listings include: an amphibian, the Jefferson Salamander (threatened); four butterflies, including Taylor's Checkerspot (endangered); several plants, including the American Hart's-tongue Fern (special concern); the Atlantic Wolffish (special concern); and a mollusc, the Olympia Oyster (special concern).
Overall, the number of species listed in the endangered and threatened categories each rose by five, and the special concern category increased by one.
More than half of the species listed under the Act have halted their decline or are recovering.
