First Ministers agree that the core building blocks of an effective primary health care system are improved continuity and coordination of care, early detection and action, better information on needs and outcomes, and new and stronger incentives to ensure that new approaches to care are swiftly adopted and here to stay.
First Ministers agree to the goal of ensuring that at least 50% of their residents have access to an appropriate health care provider, 24 hours a day, 7 days a week, as soon as possible and that this target be fully met within 8 years.
Health Ministers are directed to develop, by September 2004, a comprehensive strategy for technology assessment which assesses the impact of new technology and provides advice on how to maximize its effective utilization in the future.

 Vol. 3, No. 2, May/Jun 2000
German health care is based on a federally mandated insurance system in which each employee contributes a certain percentage of his or her wages to a non-profit insurance company.
Health policy in this period focussed on care of diseases and not on prevention and health promotion, and there was virtually no funding for health promotion activities by federal agencies or by non-profit insurance companies.
The health insurance companies are responsible for informing and educating their clients regarding prevention and health care, for establishing occupational health promotion programs and for supporting self-help groups again.

The Top Ten Things People Believe About Canadian Health Care, But Shouldn't   (Site not responding. Last check: 2007-10-09)
Two-thirds of Canadians (66 per cent) tend to be supportive, more or less, of a host of new models of financing in order to reduce stress on the system - for example, where everyone (except those with low incomes) pays a small amount for health care services out of their own pocket.
In fact, when Canadians do express a preference for either private or public approaches to health reform, the majority are willing to fund their future medical needs themselves rather than pay higher taxes to expand the Medicare model of health care.
But the federal-provincial deputy ministers of health, in their last report, made a convincing case that health care costs are rising within the system at 5 percent to 6 percent a year, just under the current cost pressures, and that there are a number of new pressures that are likely to accelerate that trend.
