David Anderson, Minister of the Environment for Canada, said the meeting marked an important milestone connecting the Rio Earth Summit, the Summit of the Americas and the upcoming World Summit on Sustainable Development.
The ministers conclude by observing that this Communiqué establishes a hemispheric agenda reflecting their common concerns, and stating that they are prepared to take actions based on this agenda that will improve people’s quality of life on the path to sustainable development for the entire region.

 Canada Proposes to List 43 More Species at Risk
Environment Minister Stéphane Dionand Fisheries Minister Geoff Regan today announced their recommendation to add 43 new terrestrial and aquatic species to the species listed under the Species at Risk Act (SARA).
More mammals are recommended for listing as species of special concern - the spotted bat, the Pacific Ocean population of harbor porpoises, the Stellar sea lion, the Eastern North Pacific population of grey whales, and the Dolphin and Union population of barren-ground caribou, also found on Canada's arctic islands.
Dion said is he is not recommending that the Plains bison be listed as a species at at this time because of the inability to genetically distinguish wild and domestic Plains bison and the potential economic implications for the Canadian bison industry.

 CEN-RCE - CEPA Priority Substances
CEN is working with Environment Canada's National Office of Pollution Prevention to secure public participation in consultations on the risk management of substances in the Canadian environment that have been assessed under the Act as "toxic" and which have been designated as priority for control and/or elimination.
Under the Canadian Environmental Protection Act, 1999 (CEPA 1999), the Ministers of Environment and Health have the authority to declare substances "toxic" if they pose a significant risk to the health of Canadians or to the environment.
CEPA Priority Substances are listed on the Domestic Substances List (DSL) which includes substances that were, between January 1, 1984, and December 31, 1986, in Canadian commerce, used for manufacturing purposes, or manufactured in or imported into Canada in a quantity of 100 kg or more in any calendar year.

 Health and environment ministers fail to meet expectations
Physician environmental groups from the US and Canada released a list of shortcomings surrounding the first-ever meeting of the Health and Environment Ministers of the Americas (HEMA) as it concluded yesterday in Ottawa.
Hancock was speaking on behalf of 5 nongovernmental observers, including the Canadian Institute of Child Health and US Physicians for Social Responsibility (PSR), www.psr.org which issued a statement lauding the meeting but outlining 5 areas where it fell short.
The ministers identified 8 priority areas where countries could act together, including climatic variability, water and air quality, food safety and the ethics of sustainable development from a health and environment perspective.

There is a national inventory of PCBs in use and PCB wastes in storage in Canada, which is prepared for the Canadian Council of Ministers for the Environment, a federal-provincial forum for environmental issues.
The database is to be prepared annually, but is currently only publicly available up to 1996 because of technical issues.
NOTE: Canadian PCB measurements are in tonnes, which is a metric ton.

 CEPA Environmental Registry - Virtual Elimination List
Section 65 of CEPA 1999 mandates the Ministers of the Environment and of Health to compile a list to be known as the Virtual Elimination List.
The Ministers must specify the level of quantification for each substance on the List and, having done so, must prescribe the quantity or concentration of the substance that may be released into the environment either alone or in combination with any other substance from any source or type of source.
Under subsection 65(2) of the Canadian Environmental Protection Act, 1999 (CEPA 1999), the Ministers must compile a Virtual Elimination List.
