The Service gave notice that the listing and critical habitat proposals were withdrawn on September 30, 1980 (45 FR 64853), because the 2-year time limit on the proposal had expired.
The listing priority numbers for candidate taxa range from 1 (highest priority) to 12 (lowest priority) and are assigned by the Service based on the immediacy and magnitude of threats, as well as taxonomic status (48 FR 43098).
If a species is listed subsequently, section 7(a)(2) requires Federal agencies to ensure that activities they authorize, fund, or carry out are not likely to jeopardize the continued existence of such a species or to destroy or adversely modify its critical habitat, if any has been designated.

 Peace Park News
Park administrators from Big Bend National Park and Big Bend Ranch State Park in West Texas recently met with administrators from the Maderas de Carmen Reserve in Coahuila and the Santa Elena Reserve in Chihuahua to discuss mutual concerns and potential projects in the binational protected area.
Rotary volunteered to help set up a web page for the group and requested that park managers provide a list of potential projects that could be supported by Rotary to help people living in rural villages in the vicinity of the protected areas.
Representatives of the World Wildlife Fund stated that the Chihuahuan Desert was on the organization's Global 200 Index of ecological areas of major concern for long term conservation.

 Feds List Devils River Minnow, Call It "Threatened" Species
A "threatened" listing under the Endangered Species Act occurs when a species is considered likely to become "endangered" in the foreseeable future.
The minnow, which already is recognized by the state of Texas as a threatened species, was proposed for listing as an endangered species in March 1998.
The agreement provides for the state and city to undertake conservation actions, including protection of the San Felipe Creek watershed, technical assistance to landowners, review of live bait harvest and selling practices in the Devils River area and additional population and habitat monitoring.

Though it appears in a list of settlements prior to 1574 that was sent to King Phillip II of Spain, Saltillo's accepted foundation date is 1577.
To reinforce the settlers' efforts, groups of Tlaxcaltecans were invited as examples of "civilized life" to assist in developing an agricultural and livestock economic base that flourished greatly.
