Further, Cuba is about 70% black and basically white capitalist types run our government, who do not have a good track record with treating blacks fairly, Why on earth would the average Cuban want the US government running anything in Cuban.
Given the state of affairs with city government and civic society where I live, what the Cuban government has accomplished in the past 40 years is nothing short of a miracle.
It's not like the capitalist want to establish a national health plan in Cuba, build low cost housing, improve and expand their welfare system, fix the potholes in the street, ensure the working people have a good pension plan or superb school system.

We have sister cities on the Balkan, Iberian, and Italian peninsulas, sister cities on the Black Sea and the Taiwan Strait, sister cities--two of them!--on the Nile.
Proclaiming two municipalities as sister cities is a declaration of those locales' intention to engage in social, cultural, educational, and/or commercial exchanges between their residents, but the agreement sets down no specific rules for that exchange.
Formed last spring, the Baltimore-Cuba Sister City Project is part of a minor rush among U.S. burgs hoping to join up with Cuban partners--and someday, perhaps, revive once-thriving U.S.-Cuba commerce--as the Cold War standoff between the two neighbor nations gradually shows signs of a thaw.

The British Cuba Solidarity Campaign from London and Brighton was instrumental in making the Cuban presence at this conference possible.
During 1996 USA-Cuba-InfoMed collaborated with IFCO/Pastors for Peace in the implementation of the Sixth Friendship Caravan to Cuba, which took approximately 400 computers (all donated by individuals and institutions) to Cuba's InfoMed.
As of December 2000 a cumulative total of more than 2000 computers as well as routers, switches and other networking infrastructure components have been sent to Cuba's hospitals and clinics by USA-Cuba-InfoMed through various means and routes with the help and support of many individuals and organizations.

As the US moves to reduce the embargo and employ "kinder and gentler" forms of warfare to dominate the island, the Sister Cities project is viewed as an important counterbalance that affirms the rights of Cuban city governments to exist and be treated with respect.
Sister Cities International, in compliance with US regulations, is unable to assist or recognize Sister City relationships with the people of Cuba, even though the US-Cuba projects follow the model and meet all of the regulations normally required by Sister Cities International to be formally recognized by them as an official alliance.
About.com has started a thread on an emerging controversy between the US Cuba Sister Cities Association and the Sister Cities International Program, which is objecting to the USCSCA use of their term and has refused to help, most likely because, like many US "NGO's," they are fearful of losing federal funding.
