The 22 régions and 96 départements of metropolitan France.
France is divided into 26 administrative régions: 22 are in metropolitan France (21 are on the continental part of metropolitan France; one is the "territorial collectivity" of Corse, on the island of Corsica, commonly referred to as a région in common speech), and four are overseas régions.
In 2003, France's natural population growth (excluding immigration) was responsible for almost all the natural growth in European population: the population of the European Union increased by 216,000 inhabitants (without immigration), of which 211,000 was the increase in France's population alone, and 5,000 was the increase in all the other countries of the EU combined.

Nevertheless, France is clearly moving toward a system of law that incorporates reciprocal checks and balances and a form of judicial review, and courts have been ingenious in adapting to current circumstances in spite of the mandate that they make no law.

Reacting to the October 6 soccer match in Le Monde, the Algerian ambassador to France argued that the French state was equally responsible for the alienation of second-generation migrant youth, and called for their prompt social and political incorporation.

For example, defense investigators can establish leads for potential defense witnesses, pursue exculpatory or other evidence to support the defense, and follow up on statements made by prosecution witnesses.  Such assistance is necessary to ensure that the accused is not placed at a significant disadvantage vis-à-vis the prosecution.
There is a general provision in the law that requires defense counsel to take all the necessary steps to establish facts and collect evidence in favor of the defendant, and to protect his or her rights in the course of representation.

The ministers also reiterated solidarity with flood-ravaged Mozambique, noting that member states and the EU as a whole had already pledged more than 300 million euros (dollars) in aid and debt relief, with more in the pipeline this year.
