The Council decided on 12 September - by written procedure - to update the European Union list of terrorist organisations and persons linked to terrorist activities, which was first adopted in December 2001 in the wake of the terrorist attacks on 11 September and last updated on 27 June 2003.
This time the EU has agreed to put the Palestinian group Hamas on its list of outlawed terrorist organisations.

A meeting of the EU's Asylum Working Party on 17 September, however, received a report from the Dutch EU Presidency which concludes that the seven African countries (Benin, Botswana, Cape Verde, Ghana, Mali, Mauritius and Senegal) are all "safe countries of origin".
The list must also be agreed unanimously by the Council, which directly represents the 25 member states, each of which has been asked to give its opinion on "safe countries", a definition arrived at on the basis of a set of standards covering democracy, the rule of law and human rights.
By the EU's own criteria the seven African states on the proposed EU list cannot be seen as "safe" and this will be used as a basis for declaring asylum applications ‘unfounded’ or inadmissible.

Diplomats said EU foreign ministers on Monday were unlikely to drop the militant group from the EU's list of terrorist groups, a status that bans any official contact with Hamas.

The EU's decision was based on measures implemented to respect a UN Security Council resolution drawn up in the wake of the September 11, 2001 attacks which demanded that countries crack down on terror funding.
OMPI welcomed it as "a victory of justice" but the EU's top legal counsel said it was merely a "judicial victory of principle" based on a procedural problem and in no way exonerated the Iranian opposition group.

The list of some 93 airlines includes carriers mostly from Africa and Asia, with a handful from other countries, including Afghanistan, Kyrgyzstan, North Korea, and Thailand.

The European Court of Justice ruled a lower court was wrong in 2005 to dismiss a lawsuit by Osman Ocalan seeking to have the PKK removed from the list requiring EU states to freeze an organisation's assets.
It argues, like The People's Mujahideen, that EU member states erred in not giving the reasons for their decision, depriving the group of a chance to defend itself.

On the eve of an EU Development Ministers meeting in Luxemburg, Action Aid, Eurodad and Oxfam have launched a new hard hitting report which names and shames European governments whose aid commitments, trade and debt policies are failing the poorest countries.
The report calls on the EU to commit to hitting the 0.7% target by 2010 but also calls on donors to improve the quality of their aid, with the Greeks giving just one euro in fifteen to the poorest countries and 92% of Italian aid tied to Italian goods and services.
The report calls on the EU to go further and work with the G7 towards 100% debt cancellation for the poorest countries that now pay $100 million a day in debt repayments.
