The populations are 2001 census figures from the Office for National Statistics (ONS), using the Key Statistics for Urban Areas figures, that attempt to divorce the populations of towns and cities from the Local Authority district(s) that they are contained within.
The population given is for the London Boroughs and the cities of Westminster and London only and not the entire Greater London, urban area as this would include places like Watford and Woking which are distinct and separate towns.

The primary usage of the word city in British English is based on urban areas, rather than local authority boundaries as is the case in American English.
The reason for London not being at the top of the list is that Greater London's boroughs are listed, not Greater London or metropolitan London as a whole.

In American English the final e is removed from verbs before adding -ing, in correct British English this is not done giving "routeing" (British) and "routing" (American), however the American practice of dropping the "e" is becoming quite common in British English.
Apart from "County Durham" the word would not be used in referring to a British administrative division, the suffix "-shire" means that it's a county anyway.
In British English a washroom is a place where one goes to wash. The words "john" and "jakes" perhaps both derive from the French "Jacques".
