Fédération Internationale de Football Association (FIFA) is the international governing body of the sport of football (sometimes called soccer).
FIFA was formed in Paris on March 21, 1904 and celebrated its 100th anniversary in 2004.
FIFA also promotes the sport, regulates the transfer of players between teams, awards the FIFA World Player of the Year, and publishes the FIFA World Rankings every month.

Ballack not making the list is no suprise to me. All those players are quality, and I'd still consider Makaay a more solid player than Ballack, just comparing them because they both play for Bayern Munich.
I think the FIFA player of the year concerntrates to much on flair, you never hear gutsy players get a recognition, you never see the Costacurta's (i know he's old now :P), Makalele's etc who perform consistantly and do their job.
