 Voteless in Florida
With the result of the presidential election coming down to a handful of votes in Florida, the disenfranchisement of close to three quarters of a million felons and ex-felons in the state may well have made the difference between a Gore presidency and a Bush one.
In a state with such a huge number of disenfranchised citizens, the possibility that other such errors have gone undetected is impossible to ignore.
The state left it up to each county to determine whether the voters they deleted from eligibility were indeed felons; some counties, in turn, placed the onus on individuals who claimed they were the victim of a mistake to prove it, according to local newspapers.

In 1886, it was renamed the Florida Hospital for the Insane.
The first state census was authorized by the Constitution of 1838 to commence in 1845 and to be continued at ten year intervals.  The purpose of this census was twofold: to supplement the Federal ten-year census that was carried out at the beginning of each decade and to determine Legislative electoral districts.
The state census was abolished in 1949 and the federal census served as the state’s census record beginning in 1950 (Senate Joint Resolution #46, 1949).

While state government officials may have felt they could afford incarceration largess during the boom years of the 1990’s, state budgets are now groaning under the weight of the recent recession compounded by the revenue loss associated with the September 11 terrorist attacks.
The study found that the recidivism rate among prisoners released unconditionally was virtually the same as that among "mandatory parolees," or prisoners for whom parole is part of a fixed sentence: 62 percent of the former and 61 percent of the latter were re-arrested at least once within two years.
PLN is aimed at prisoners and their friends and loved ones on the outside, with the goal of helping prisoners and their supporters organize themselves to have a voice, and to be a progressive force in developing a public policy debate around the issue of crime and punishment.

Custody is determined by reviewing the seriousness of their offenses, length of sentence, time remaining to serve, prior criminal record, escape history, prison adjustment, and other factors.
The most serious offenders with the longest sentences and those least likely to adjust to institutional life are placed in more secure facilities.
