Before the constitution of the Fifth Republic in 1959, there was no official position entitled "Prime Minister" in the French government.
Rather, one of the government ministers held the semi-official title of President of the Council of Ministers (Président du Conseil des Ministres), and was unofficially known as the prime minister (premier ministre).
During the First Republic and First Empire periods the arrangements for the direction of the government of France changed frequently and there was no office of Prime Minister.

 President of France
Although it is technically the prime minister and his gouvernement that are formally expected to run the country, over the years the French President has amessed a great deal of influence, both formally and due to constitutional convention which have made the office the nation's most powerful.
However, since the French National Assembly has the power to dismiss the Prime Minister's gouvernement, the president is forced to name a prime minister that is agreeable to the majority of this assembly; this leads to political cohabitation.
The prime minister is then often a mere "fuse" — replaced when the administration becomes too unpopular.
