The number of German states were reduced in number from 390 (other sources quote 350) down to 39 (some sources provide a list of the states which is greater than 39) when the Congress of Vienna established the German Confederation in 1815.
The number of states were gradually reduced during the period between the establishment of the German Confederation and it's ultimate replacement by the German Empire in 1871.
This succession was denied by the Federal Council of the German Empire which was later reversed when Duke Ernst August renounced his rights on 24 October 1913 in favour of his son Prince Ernst August (1887-1953) who ascended the Duchy of Brunswick throne on 1 November 1913.

 Morganatic and Unequal Marriages in German Law
Finally, German law had a peculiar institution (derived from Lombard law) called "morganatic marriage." This was a marriage in which, by virtue of the contract itself, the claims of the spouse and offspring were limited in certain ways.
The rules of German law originally prohibited marriages between free and unfree; later, under the influence of Church law which allowed such marriages, they became accepted as marriages, but with the consequence that the children had the status of their unfree parent.
Members of the German upper nobility were not merely large landlords, they exercised over their territories many functions that we associate with government rather than ownership, in particular judicial and legal powers (powers to pass and enforce laws, to administer justice and ensure law and order).

Decius and Herennius were killed in battle by the Goths in 251 -- the only Roman Emperors to die in battle (against external enemies) besides Julian (against the Persians, 363), Valens (against the Goths again, 378), Nicephorus I (against the Bulgars, 811), and Constantine XI (with the fall of Constantinople to the Turks, 1453).
With the Goths running wild, and an alliance of German tribes crossing the frozen Rhine on New Year's Eve of 407, the institutions were not prepared to bounce back the way Rome had in the 3rd Century.
