There are a few free to air Spanish language channels dotted around, probably the most on Hispasat 30W look at www.lyngsat.com/hispa.shtml You should get reasonable reception most of the time with an 80cm dish in the UK from the midlands and south.
I don't know if any of these channels will be free-to-air.
If all you are looking for are Spanish channels, then a Ci receiver and a Nagravision CAM with a gold card would probably do, there are a few that are free to air on Hispasat, they normally just have DVB after.
