States report a small decrease in the number of HIV-infected inmates during 1997 At yearend 1997, 23,548 inmates in State and Federal prisons were known to be infected with the human immunodeficiency virus (HIV) (table 1).
Among State prisoners, the average annual rates of increased from 1991 to 1997 of those infected with HIV were 3.8% for males and 11.1% for females.

 Layoffs, Dwindling Tourism a Blow to Struggling States
State governments from Florida to Washington state, already struggling with a slumping economy and budget shortfalls, are finding that fallout from the Sept. 11 terrorist attacks has pushed them into financial emergencies -- prompting in some cases massive budget cuts and calls for special legislative sessions to deal with the crises.
They touch everything from agriculture to state prisons, from social services to public education, and their health is connected to elements that on the surface might seem unrelated.
In Hawaii, where deserted beaches reflect the fact that more than 25 percent of the state's economy is fueled by tourists who travel by air, Gov. Benjamin J. Cayetano (D) has called for the convening of the third special legislative session of the year on Oct. 15.

She said the consequences include sky-high phone bills and a recidivism rate which, according to state officials, is higher for inmates sent to the mainland than for those held in Hawaii.

In 2000, 264 privately operated facilities were under contract with State or Federal authorities to house prisoners -- an increase of 140%.
A total of 430,033 correctional staff were employed in State and Federal prisons on June 30, 2000.

Only one person in Hawaii has a concealed carry permit, and apart from the state being "May Issue" the concealed carrying laws are relatively lax.
