Illinois is 47th of the 50 states in terms of the number of Medicaid enrollees participating in managed care.
In March, State Sen. Peter Roskam of Wheaton sought the official opinion from the Attorney General on the legality of the $200 million borrowing plan, specifically questioning the Administration's decision to ignore the Illinois Procurement Code and the failure of the legislation authorizing the borrowing to receive a three-fifths vote in the General Assembly.
Many state employees are serving overseas on active military duty, and under the legislation, they would be paid their base salary by the state, minus the amount of their active duty pay.

Using 25 years of data from New York State rural counties, the authors looked at employment rates and per capita income and found “no significant difference or discernible pattern of economic trends” between counties that were home to a prison and counties that were not home to a prison (King, Mauer, and Huling 2003).
In the decennial census, prisoners are counted where they are incarcerated, and many federal and state funding streams are tied to census population counts.
In Wisconsin, the number of state prisoners who were housed in other states (known as interstate transfers) caused concern because these prisoners would be counted in the decennial census in the states where they were incarcerated.

 Sex offenders living in nursing homes
This list of 100 people was compiled with help from two nursing home watchdog groups, A Perfect Cause in Oklahoma City, Okla., and Illinois Citizens for Better Care.
Some patient advocates say state and county agencies are too quick to turn to nursing homes when they're trying to place sex offenders on parole or probation.
The state also could require nursing homes to notify other residents and their families if a sex offender is on the premises.

 Follow The Money: The Institute on Money in State Politics
State political party committees saw a significant drop in their revenues after the Bipartisan Campaign Reform Act banned unlimited soft-money contributions to national party committees and thus cut off a major source of funds for the state parties.
An in-depth look at how state-level party committees in 13 states raised and spent money in 2004 shows that many worked with far fewer dollars than they had in the past.
Groups airing ads in state Supreme Court races in six states raised more than $19 million for their activities, with much of the money coming from contributors interested in the issue of limiting liability in lawsuits.

While state government officials may have felt they could afford incarceration largess during the boom years of the 1990’s, state budgets are now groaning under the weight of the recent recession compounded by the revenue loss associated with the September 11 terrorist attacks.
The study found that the recidivism rate among prisoners released unconditionally was virtually the same as that among "mandatory parolees," or prisoners for whom parole is part of a fixed sentence: 62 percent of the former and 61 percent of the latter were re-arrested at least once within two years.
PLN is aimed at prisoners and their friends and loved ones on the outside, with the goal of helping prisoners and their supporters organize themselves to have a voice, and to be a progressive force in developing a public policy debate around the issue of crime and punishment.
