Some of the incorporators of railroad companies during the territorial era were earnest in their efforts and sincere in their desires to secure railroads for Kansas.
According to the report of the Kansas railroad commission for 1910, the Union Pacific company was reorganized on July 1, 1897, under an act of the Utah legislature of the preceding January, and operates 1,165 miles of road in Kansas.

Short line railroad service has been so important to Kansas that many counties have banded together in the Mid States Port Authority to help preserve railroad routes that are operated by a private short line carrier.
If short line railroad infrastructure cannot be upgraded, many communities will lose rail service, and Kansans will face serious problems in transporting their goods to consumers.

The Union Pacific Railroad was incorporated on July 1, 1862 in the wake of the Pacific Railroad Act of 1862.
The railroad's early troubles led to bankruptcy during the 1870s, the result of which was reorganization of the Union Pacific Railroad as the Union Pacific Railway on January 24, 1880.

This legislation encourages railroads, railroad customers and suppliers—who depend most on short line railroads—to invest directly in maintaining the over 2,000 miles of short line rails in Kansas.
“The short line railroad network is a significant component of our transportation system and provides a critical role in helping Kansans to transport their goods—both manufactured and agricultural—to market,” Moran said.
The legislation will provide a 50 cent on the dollar tax credit, when investment in railroad infrastructure is made, for a period of three years.
