 JLSA Resources: Basic Law - the Knesset
The Knesset shall be opened by the President of the State or, in his absence, by the oldest Knesset member present; if the President of the State opens the Knesset, he shall hand over the chairmanship of the meeting to the oldest Knesset member present.
A member of the Government who is not a member of the Knesset shall, as to everything relating to the Knesset, have the same status as a member of the Government who is a member of the Knesset, except that he shall not have the right to vote.
If a member of the Knesset is elected or appointed to one of the posts the holders of which are debarred from being candidates for the Knesset, his membership of the Knesset shall cease upon the election or appointment.

After elections for the Knesset have been conducted, the president of the State of Israel will approach the leader of one of the parties--generally the party that has received the greatest number of votes--and entrust him or her the task of forming a government.
Should a majority of the Knesset join in voting in favor of no-confidence, the government's term in office comes to an abrupt end; this is called the fall of a government.

In the elections to the second and seventh Knessets the excess votes (the votes received by a list which passed the qualifying threshold, but are not sufficient for a whole seat) were distributed to those lists which had the largest number of excess votes (the Hare method).

Sharon is also expected to win the backing of 41 percent of Shinui voters, as well as the support of many who chose to not to cast a ballot in the previous elections.
The report revealed that Sharon was acting to persuade Arab leaders from different regions in Israel to join his party and gain seats on Kadima's list, this in a bid to secure the support of the Arab population in Israel.
